The preparations of foreigners and stateless citizens are made in accordance with the Laws of Ukraine on “Higher education”, “Legal status of foreigners and stateless persons”, “Foreign Ukrainians”, “Refugees and Persons in need of complementary or temporary protection”, Executive orders of the President of Ukraine dated May, 3 1994, protocol №271 “On Measures to Develop Economic Cooperation of Ukraine’s Regions with Neighboring Regions of Belarus and Administrative and Territorial Units of the Republic of Moldova”, the Cabinet of Ministers of Ukraine on February 26, 1993 № 136 “On Training of Foreign Citizens in Ukraine”, on September 11, 2013 № 684 “Some Issues of Teaching Foreigners and Stateless Persons”, the Ministry of Education and Science of Ukraine from November 1, 2013 № 1541 “Some Issues of Enrollment and Training (Internship) Foreigners and Stateless Persons” registered in the Ministry of Justice of Ukraine on November 25, 2013, № 2004/24536 (as amended by the Act of the Ministry of Education and Science of Ukraine dated December, 11 2015 №1272).
Foreigners who get state scholarships according to international agreements, national programs and other international commitments of Ukraine, are enrolled on the basis of Ministry of Education and Science within the scope of the government order. Foreigners and stateless persons may obtain higher education at the expense of physical (legal) entities, unless otherwise provided by international treaties of Ukraine consented to be bound by the Verkhovna Rada of Ukraine, laws or agreements between higher educational establishments on international academic mobility. Foreigners who arrive in Ukraine with a view to studying, enter the University upon accredited educational programs (specialities). Issue of invitations for foreigners’ and stateless persons’ studying is commited under the established procedure by the Ministry of Education and Science of Ukraine and the University.
For entry into Ukraine with a view to studying, the ground for the issuing of the entry visa is an original proper invitation and the request of the Ministry of Education and Science of Ukraine for visa facilitation. Foreigners are enrolled at the university, based on the previously obtained degree certificates according to academic rights for study continuation, that are conferred by a degree certificate obtained in the home country. GPA is taken into account. It grants the right to undertake further study at the next level of higher education according to the legislation of the country that issued a degree certificate.
Foreigners and stateless persons who enter the University submit the following documents to the University Admission Committee:
- a copy of a foreign passport with visa and entry stamp;
- application form;
- degree certificate and appendix with received grades in academic disciplines;
- document about the absence of HIV infection unless otherwise provided by international treaties of Ukraine;
- medical health certificate approved by the official health authority of the country from which the foreigner arrived, and issued no later than two months before leaving to study in Ukraine;
- insurance card of delivering emergency medical care (except the foreigners from the countries, who have completed the free emergency medical care agreement);
- document copy of a birth certificate;
- eight colored matte photos in the size of 3,5 × 4,5 cm;
- written agreement on personal data processing;
- invitation to study in Ukraine;
- a copy of the national passport.
The above mentioned documents must be prepared in Ukrainian or have a certified translation into Ukrainian and the documents mentioned in paragraphs "b", "c", "d" and "e" are to be certified according to the laws of the issuing country.
The degree certificate must be found valid by the Ministry of Education and Science of Ukraine in the prescribed manner, unless otherwise provided by international treaties of Ukraine within 6 months after the enrollment.The University calculates applicant’s grades on the basis of a received degree certificate and sets the minimum value number of grades/marks necessary for entering in subjects, on which entrance examinations are conducted.
The review and receiving of the documents filed by foreigners and stateless persons who arrived in Ukraine to study and enter the University, is conducted by the Admission Committee in terms fixed by working admission regulations. After document reviewing and acceptance the Admission Committee decision admits such applicants to entrance tests in the form of interviews on competitive subject (subjects), Art Competition, professional testing and language of study provided by these Rules.
According to the quotas provided by the Ministry of Education and Science of Ukraine in case of passing entrance examinations, an applicant is recommended to the enrollment by the Admission Committee of the University, or enters under the treaties, concluded by the University with physical or legal entities. The Admission Committee issues the order for the candidate’s admission to the University. The person enters into an agreement on providing fee-based educational services, with further payment in accordance with the treaty.
Foreigners, who enter the University, for receiving a certain degree (educational and qualification level) are enlisted to the University according to the orders, which are verified in the Uniform base. Entrance exams for receiving a bachelor’s degree are held within 10 days from the date of a foreign citizen’s arrival in Ukraine. The entrance exams are conducted by University qualifying commissions on the subjects and the language of study.Knowledge level is assessed according to the scale: sufficient and insufficient.Foreigners and stateless persons can enter the University for receiving a “master” degree (educational and qualification level) on the basis of previously received “bachelor” degree in a definite specialty (field of education).The enrollment is held according to the results of the entrance exams:
- Foreign Language (Ukrainian, Russian, English, German, French);
- Specialized testing in the relevant specialty (educational program).
Foreigners, who study at the University by international contracts and national programs, on equal terms with Ukrainian students use classrooms, reading rooms, libraries, sports and cultural complexes, are provided with the rooms in dormitories, unless otherwise provided by relevant contracts and programs.
Foreign Ukrainians who live outside Ukraine, who received an educational referral from Ukrainian national and cultural societies, which status is confirmed by the certificate of a foreign Ukrainian and the foreigners who reside on legal grounds within the state with a full-time residence certificate in Ukraine, on entering the university have the same rights to education as Ukrainian citizens, except as required by the Constitution of Ukraine, laws of Ukraine or international treaties ratified by the Verkhovna Rada of Ukraine.
